On the afternoon of July 17th, Ma Xiaojie, Secretary of the School Party Committee, comes to Lanzhou University Law School (LULS) for inspection. Sha Peng, Secretary of Party Committee of LULS, Gan Peizhong, Dean of LULS, and all party committee members, other school leaders, chief academics and some administrative staff participate in the inspection. Gan Peizhong reports on the recent work of the school and the school`s future plans. Based on in-depth analysis and understanding of the main challenges and opportunities faced by the school, Gan, focusing on faculty building, all-round talent cultivation, high-level scientific researches, the establishment of academic publications, the application of doctoral programs, and the fifth China Discipline Ranking and so on, fully elaborates the school’s future direction and development plans. He points out that the school is currently in a critical period to overcome difficulties and obstacles. He hopes that the university will continue to provide supports to the school in all aspects. Based on the history and current situation of LULS, Professor Liu Zhijian makes a speech from the perspectives of the Party`s leadership, software and hardware infrastructure, etc. The heads of the relevant departments of LZU gives response to the relevant issues respectively.

After listening to the work report, Ma Xiaojie speaks highly of the achievements of LULS and puts forward three requirements for the future work of the school. Firstly, we should give full play to the party, which is the political core. We should take the Thought on Socialism with Chinese Characteristics for a new era of Xi Jinping to guide the entire process of cultivating inter-disciplinary legal talents with moral traits and professional competence. We should also insist on cultivating talents for the party and for the country. Secondly, it is of necessity to summarize the school's experience in running and its disciplinary characteristics. It is also necessary to clarify the shortcomings of discipline construction in conjunction with the ongoing 14th Five-Year Plan, and to be aware of the gaps in the relevant indicators of LZU horizontally and vertically. Thirdly, we should improve the performance appraisal and other systems to fully stimulate the enthusiasm of faculty and administrative staff. System determines culture. In formulating and improving systems, we should pay attention to both rewards and punishments so as to gradually eliminate the phenomenon of "acquiring profit without contribution". It is necessary to balance scientific research and talent cultivation, to fully stimulate teachers' scientific research, and to refine the performance appraisal system step by step. Ma emphasizes that the development of LULS is promising in the future, and all the faculty and administrative staff are supposed to be confident of it. Looking backwards, the school has had a glorious history; while looking ahead, the school must be courageous to overcome challenges, and be confident to be the best school of law in the northwest of China, in the country, and in the world. Ma says that all departments should “untie” LULS to some extent, and support its work in every aspect as much as possible.
